MoReq2010 Public Consultation Announcement – 9th June 2010

The MoReq2010 work programme was officially launched at the DLM Forum spring meeting in Madrid on 25th and 26th May 2010.    Jon Garde of Journal IT, the selected contractor for the MoReq2010 programme, set out his vision for the work programme to be completed this calendar year and discussed future MoReq developments.

Following the announcement in Madrid, the first meeting of the MoReq2010 project team took place in London on 2nd June 2010. The team is made up of DLM members who are leading experts from both the public and private sector. The project manager is Martin Waldron of Weathervane Consult, co-author of the first MoReq project.

The meeting included a demonstration of the consultation portal that will be used for the two public consultation phases of MoReq2010, before and after the summer. The consultation portal is web-based, easy to use, and utilises Objective Corporation’s uEngage software. uEngage is a well established vehicle for hosting public consultation and widely used as a public communication and consultation platform in the UK government sector.

The first MoReq2010 consultation period of four weeks, styled the “concept collaboration stage” of the programme, will begin in two to three weeks time. About the DLM Forum

First established in 1996 by an initiative of the European Commission the DLM Forum is Europe’s foremost group in the field of archives, document, records and information lifecycle management. Members of the DLM Forum include national archives and many other government bodies and agencies; industry associations and regulators; private corporations, consultants and industry experts; academic and research institutions; suppliers, consumers and compliance bodies. About MoReq

In collaboration with the European Commission, the DLM Forum published the original MoReq specification in 2001. MoReq stands for “Model Requirements for the Management of Electronic Records” and provides advice and guidance for records management users and professionals. In 2005 a scoping study was initiated to expand the coverage and applicability of MoReq and to introduce a framework for formal testing and certification of software applications. MoReq2 was subsequently introduced in 2008 and has already been widely translated into many different languages and adopted in several countries.

About the MoReq2010 work programme

The MoReq2010 project is intended to build on the success of MoReq2, while at the same time enhancing the flexibility and scalability of the specification. In 2009 the DLM Forum’s MoReq Governance Board drafted a roadmap for MoReq aimed at broadening its appeal across many different industry sectors and establishing MoReq as a necessary and compliant core that can be adopted by many different types of system and application, extending its reach beyond traditional recordkeeping systems. Central to this vision is the adoption of MoReq2010 by both very small and very large organisations and attracting interest from a broader and more diverse group of software suppliers.

What differentiates MoReq from other similar standards?

  • MoReq was developed from the outset to meet both private and public sector needs.
  • MoReq is not limited to a single national standard or standards body.
  • MoReq has been translated into more than 14 languages including Russian and Chinese.
  • MoReq has an established certification and testing framework to ensure software compliance and minimise cost to the consumer.

How will I be able to take part in the MoReq2010 programme?

There are two public consultation phases for MoReq2010. During each phase you will be able to comment on all aspects of the MoReq2010 project and to add your ideas and suggestions, as well as comment on those of others, via a web-based collaboration portal.

  • The first collaboration phase, “Concept Collaboration” starts in mid-June and will enable you to comment on many of the basic concepts and principles that underlie MoReq. These include the organisation and layout of the specification, the types of system that MoReq should apply to, and how best the specification can be modularised to enhance its flexibility and scalability.
  • The second collaboration phase, “Draft Collaboration” will begin in mid-August and will enable you to comment directly against the specific detail of the revised draft specification. You will be able to view individual requirements, and comment on the accuracy of the text, whether it is well expressed, whether it is clear and meaningful, and how it fits together as a specification.
